Procedure for obtaining a SCOMET Export license and its listed product

The Service Export from India Scheme (SEIS) provides rewards to Indian Service providers in the form of a grant, which is calculated based on the eligible export turnover of services. Service providers and their employees who travel overseas for providing certain export services are also provided rewards under this scheme.


In order to encourage and promote exports of Services and Service providers, the Ministry of Commerce and Industry has notified the Service Export from India Scheme (SEIS) vide Public Notice No. 14 (RE-2013)/2009-14 dated 01.04.2015.


The SCOMET list contains three categories of products:

  1. Category I: Special Chemicals

  2. Category II: Organisms

  3. Category III: Minerals

These items are subject to export and import restrictions due to their dual-use applications, which means they can be used for both civilian and military purposes.


Procedure for obtaining SCOMET License

The Special Chemicals, Organisms, Materials, Equipment, and Technologies (SCOMET) Controls List is a list of items that the Government of India (GOI) controls for export.


The SCOMET List is divided into three parts:

  1. Part I: Items whose export is controlled for reasons of nuclear non-proliferation

  2. Part II: Items whose export is controlled for reasons of chemical and biological non-proliferation

  3. Part III: Items whose export is controlled for reasons of missile non-proliferation

The export of any item on the SCOMET List requires a license from the relevant authority.


The procedure for obtaining a SCOMET license is as follows:

  1. The applicant must first submit a completed SCOMET license application form to the Office of Foreign Assets Control (OFAC).

  2. OFAC will then review the application and determine whether the applicant is eligible for a license.

  3. If the applicant is found to be eligible, OFAC will issue a license.

  4. The license will be valid for a period of two years.


Conclusion:
